Aha, that did it! I always tried to access that page from the main dev:contributing page. - the first time I try to access a wiki page, it works - if I try to access another wiki page (or the same one, just hitting refresh), it fails. If I try again a few hours later, it works. Yes, Glasgow university has a mandated web proxy. :/ That causes no end of trouble for software that wants to do http downloading (including aptitude and synaptic!). Anyway, when I followed the link just now, it worked, so I'll save this html page for future reference.
