Well, the point is that we always tried to do this (and sometimes it
did actually work), but we removed the feature because JACK now does
it for you.  A mixed blessing, I think.

So there's no code in RG for this any more; if you want to prevent it,
you need to set an environment variable (JACK_NO_START_SERVER=1) to
tell JACK not to bother.
