It's either/or, not both.

You can see this yourself easily enough.  Go into the studio and load 
Roland-SC-33.rgd.  Leave the device manager up.

Go jiggle to make the IPB update.  You see:

   Program:      Piano 1
   Variation:    Piano 1

Go back to the device manager.  Go uncheck
   [ ] Show Variation based on [ MSB ]

Go jiggle to make the IPB update.  You see:

   Bank:         Capital Tones
   Program:      Piano 1

They're just different ways of presenting exactly the same thing.  The 
variation switching mechanism keeps all the pianos together, all the 
pipe organs together, etc.

I haven't looked at the code in an extremely long time, but I'm sure 
there must be some kind of if/then show/hide going on in there so you 
have one or the other, but not both at the same time.

Given that the user reported the weird behavior is caused by a change in 
FluidSynth, I think there's nothing to see here.
