   I think the confusion is just due to having two pages that appear to 
be for the next release.  How about just a single "next version" page. 
Maybe it will gain a version number as we draw nearer to a release.

   I'm not sure why we'd need a second page.  Is it a template to 
copy/paste from?  We could stash that someplace further down the page 
and out of the way to prevent inadvertent edits.

   Can we mark pages read-only on the wiki to enforce this?  The one 
that isn't read-only is the one to work on.  Old release notes and the 
template could be marked read-only.  Of course "DO NOT EDIT THIS" would 
work fine too.
