It would be a surprise to me if Rosegarden couldn't handle triplets in importing from a MIDI file (I love three-against-two, and use it all the time). I would think that from importing a MIDI file, it is only aware of the note-on/note-off events, and not any supposed notation behind those notes. So I quickly recorded a simple three-against-two piano piece on my device, and saved it to a (type 1) MIDI file. I imported it to Rosegarden (version 12.12.25, available with Lubuntu 13.04), and it played what I recorded just fine. I can't speak for later versions. In looking at what was imported using the notation editor, it isn't expressing the notes as triplets against duplets. A quick attempt at quantization didn't yield triplets either, but what I played was rather sloppy, and not precisely with the metronome (I usually play without a metronome).
