This should work since rev. 14475.
A button, on the top of the comment page, allows the user to create a new
page. A name identifying this new page have to be entered.
To write a translation, create a page named with the language code of the
translation ("de", "es", etc...)
When the document is loaded, the page whose name matches the locale language
name is displayed (if asked for).
If there is no matching page, the main (untranslated) page is displayed.
As an example, I added a French translation to
