After much trial-and-error, it seems the method is as follows: Merge the second movement at the end of the composition. Join tracks that should be joined. Delete the empty tracks left after the join (!) Add a tempo change at the join, if necessary. I'm astonished that steps 3 and 4 are necessary: aren't these bugs?
