When drawing segments, they either snap to major beat divisions, or they don't snap at all. If you want to achieve a smaller subdivision precisely, the only way to do it is to use Segment -> Change Start and End (or something to that effect) and dial the desired length into the rather awkward dialog that appears. -- D.
