The meters show that Rosegarden is sending something via "General MIDI 
Device" but offer no feedback as to whether that device is actually 
hooked up to anything.

We try to guess at the correct output out of the box, and the defaults 
usually work, but there are many reasons why this could fail.  The 
solution is probably to go to Studio -> Manage MIDI Devices, find 
"General MIDI Device" and connect it to QSynth manually.  That will 
probably get you going, and it's probably the most expedient way to go 
in this day and age.

That is correct.  Synth plugins are one of those things that could have 
been awesome, but, in my opinion, the whole concept just never quite 
realized its potential.  Nothing developed must past the initial, 
experimental stages, and there it sits today.  The DSSI mailing list has 
been stone dead since 2012.  It is what it is.
