The meters show that Rosegarden is sending something via "General MIDI Device" but offer no feedback as to whether that device is actually hooked up to anything. We try to guess at the correct output out of the box, and the defaults usually work, but there are many reasons why this could fail. The solution is probably to go to Studio -> Manage MIDI Devices, find "General MIDI Device" and connect it to QSynth manually. Synth plugins are one of those things that could have been awesome, but, in my opinion, the whole concept just never quite realized its potential.
