To add a bar at the end of a segment, use the "Segment-->Set
duration..." menu in the notation editor.
It's also possible to use the resize tool (or F6) in the
main window then to drag the end of the segment to increase its size.

To add a bar in the middle of a segment is a bit more difficult.
You have first to add a bar at the end of the segment, then, in the
notation editor, move to the right everything following the insertion
place.

Another way is to work in the main window, split a segment at a given
time (menu "Segment-->Split-->Split at time..."), move the right part of
the splitted segment to the right, increase the size of the left part
of the splitted segment, then join again the two parts (menu
"Segment-->Join").
