I guess I will have to be more precise ;) But this is actually quite simple.
You are right, that the must be a node connecting them in the OSM data, BUT
this node isn't not tagged as junction. At least most of them aren't.
This is what I meant all the time.

And of course, the binary format will/shall be an offline format. This means
you need to have not only the junction nodes but also all the others to be
able to render map.
