If you can't use it, why is it there? Surely there will be some modality in which it is allowed - even if it's 'private=yes' for contractors, police or such? I can't think of anything other than those little side-branches for road maintenance depots that might be a 'track' from UK motorways, and those are surely 'highway=service'.
