I need to get data about the average time to drive down individual road
segments, preferably with data about how it varies at different times in the
day because in a busy city it can vary considerably.

It looks to me like OpenStreetMap does not have this information. It
certainly doesn't appear to be in the .osm files. I was hoping we could get
it out of the .gpx files, by getting the raw data and averaging it
ourselves, but none of the .gpx files seem to have the <time> tag filled
out...at least not the first 5 .gpx files that I looked at.

My questions are:

Q1: Would I find any .gpx file that has time data, or does OpenStreetMap
strip this out?

Q2: Does drive time data exist anywhere in OpenStreetMap?

Q3: Is there any other place I could get this data from? (I'm interested
in Sydney initially).

I'm a newcomer to this mailing list. I presume this is the appropriate
mailing list because I need this data to do routing.
