The OSM file seems to be corrupted. Did you generate that on your own or
did you download it from somewhere?
An error like this could happen if you cut out an area with Osmosis
(either --bb or --bp) and do not use the "clipIncompleteEntities=yes" flag.
If a way contained nodes inside and outside the bounding box, Osmosis
would then include the full way, but only the nodes inside the box.
