Banks in the Visa and MasterCard network sell customer info which might cause a problem.

The only problem with using the U.S. postal service as an example, is  they hand deliver everything.  Not very efficient.
 
I think a better model might be the ATM Banking Network. Although, I'm not exactly a fan of the Visa1 protocol, but it does have its benefits. 
 
I'm sure CitiBank, Master Card or Visa would love to support an effort to standardize the contents on an insurance card and integrate the POS terminals used for payment into Eligibility requests for payers.
 
Heck, banks can now get into the Insurance Business, Insurance Business can now get into the Healthcare Business - why not just use your ATM/Master Card/Visa card to access your Insurance Benefits, obtain eligibility and pay the co-pay automatically? (oops, transgressing it's late on a holiday night.)
 
Once the information is standardized - who knows where it may lead us.
 
I look forward to seeing the discussion regarding objects and attributes to determine the Organization(may already exist within ebXML), Access/Routing Methods, Transactions supported and other content necessary to support proper routing of healthcare transactions.
 
With the objects and attributes defined, the directory/RDBMS should be a breeze to construct. Although it's possible we will be duplicating the efforts of a ebXML sub-group.
