There is an article published by MA Health Data Consortium, 'Internet Would
Speed Public Health Response in the event of Bioterrorism'
www.mahealthdata.org .  It talks about public health reporting 'consistent
with
HIPAA security and transaction standards'.
This SNIP routing effort might have to be expanded to include health
reporting which
goes beyond just EDI unless there is a clinical reporting transaction being
developed.
As you may be aware the Mayo Clinic was the first to diagnose the anthrax
poisoning after 9-11 and used an internal email alert system to notify
physicians
of the diagnosis and symptoms to look for.   The Federal government is
looking for
a similar national reporting system.
To complicate issues a SNIP routing system could include clinical info
routing for medical
emergencies (bioterrorism/anthrax).
