With regard to the merger of two companies, actually Anthem and Trigon have
way more than just two NAIC numbers.  I'm sure that each has numerous
licensed affiliates and subsidiaries -- particularly Anthem.  Each of these
licensed entities has an NAIC number.  

As for which NAIC number remains, probably all of them do.  In these
instances, ownership for all of the various companies will be transferred to
whichever parent organization remains (or perhaps a new organization).  It
is unusual for regulators to require that a company be extinguished -- if it
happens, it will be when there are multiple HMOs serving basically the same
service area.

However a licensed company has value even if it doesn't actively do
business.  You can sell a licensed entity for anywhere from 10K to 50K per
state license, depending on which state the licenses are in.  So you just
don't let something with that value disappear.

Besides a merger like this will take a year or two to get through the
regulatory process.  And you can't even start integrating systems and
membership until the regulatory approvals are received.  So changeover of
back end systems will be another year or two.

But outfits are always merging and acquiring - and our registry and
Electronic Partner Profiles (CPP) can easily accommodate these
eventualities.  There's really no need for cutover dates (at the routing
level), since the obsoleted ID can still be searched on to either (1)
produce a dummy CPP which in turn points to the surviving entity's CPP,
or (2) retrieve the surviving entity's CPP directly (which contains the
obsoleted ID as a non-preferred search key).

Not to muddy the waters any more but Trigon BC/BS and Anthem BC/BS
announced today they are merging.  It will be interesting to see if they
completely merge (one payer ID) or are maintained as 2 separate entities
(unlikely).  There might be issues like payer ID and or Plan ID cutover
dates.  It will be interesting to watch because there are other mergers
in discussions.
