I suggest the following patch. By applying it, you get a project which is almost immediately usable from within Eclipse, the exception being that you have to add jar files to the "lib" directory. (Note, that I can think of no reason, why these files shouldn't be added to the repository. The licenses are compatible.)
Jochen, I've included a derivation of your patch in CVS HEAD. It will be part of XML-RPC 2.0.
