Daniel,

    I'm supposed to be a committer to this project but I don't seem to be
able to get the Apache CVS system to accept my changes. No doubt it's my own
incompetence :-)

I can do a patch which deals with Unicode characters with values > 255. If
you would be kind enough to apply it for me I'd be most grateful.

There is a case to be made for us not to use 8859/1 encoding but to use
USASCII and use the &nnnnn; encoding for all Unicode characters > 127,
however that's a slightly more radical suggestion.
