You have an error (or errors) occurring during boot, which stops the process
and renders the config inoperable. You need to identify what these are, and
fix them. Have a read of

and see if that helps identify the cause. I certainly found that there were
problems with the ROMPatch commands in ROL's 4.02 "nearly free" release on
my copy of RPCemu -- once resolved, the boot sequence completed correctly.
