To address this situation, I’d like to suggest consideration of a simple addition to the proposed policy, as follows. “AfriNIC recognizes the importance of LIRs' developing assignment policies that promote efficient use of address space in the long term. Consequently, when a LIR applies for an additional allocation, if the LIR has a stated reservation policy according to which it provides for contiguous further assignments to existing assignees, then in calculating the LIR’s current HD ratio, prefixes that are reserved for existing assignees in terms of the policy may be taken into account as though they were already assigned.”

Doesn't that boil down to the general policy not applying to anyone who doesn't like it?

Why wouldn't all LIRs have a "stated reservation policy according to which it provides for contiguous further assignments to existing assignees"? And if all LIRs did, then the general policy would be completely undermined.
