Yes, the clause is enforceable. Please see clauses 6, 7 and 13 of the
Registration Services Agreement (RSA) below:

Can "plan" be defined for me?

Not straight forward to define - but will give an example: If ISP A is
going to assign a /48 to each of his/her current 50 leased-line
customers, this sounds like an acceptable plan to us.

We will ordinarily ask for proper justification (in form of documented
proof or otherwise), and allocate if the plan is satisfactorily justified.
