In lib/rpm triggers.c rpmtriggersSortAndUniq():
The sort uses hdrNum, whose value can change when a package is removed and
reinstalled with
--justdb (and perhaps with --rebuilddb depending on backend) thereby causing
(at least) a different trigger firing order.
