How can I use --macros parameter in Koji? Why should I explain how to use 
--macros parameter to users of SCLs when it would not be necessary with env 
variable?

The metapackage does not have any information if there is some package which 
ships some macro file or not.

I want from RPM to provide the similar functionality to LD_LIBRARY_PATH, 
MANPATH, PYTHONPATH, RUBYLIB, GEM_PATH, CLASSPATH, etc
