Implement a simple mechanism to record the package list in a plain-text file
(an `rpm -qa` dump or similar) before and after every transaction, to allow for
manual (or even automated) recovery and/or troubleshooting in case of a borked
transaction. This would basically be `scripts/rpm.daily` but as a plugin with a
pre and post transaction hook. The concrete file format and location on disk is
to be decided.
