There is no output of nvidia-bug-report.sh so nothing that can help to
solve the problem.
Please attach such output at a bugreport.

The package is supposed to handle grub2 as it uses grubby to set the
parameter (nomodeset and rdblacklist=nouveau).
rdblacklist is deprecated, but it should still work.

There is a known issue with selinux as it needs selinux-policy >=
version-55 that was pushed in testing (or maybe directly in stable)
today.
If you have disabled selinux between the two attemps that was the
effective solution.

Also please verify that if you use nvidia-xconfig, this tool hasn't
set a File Section in /etc/X11/xorg.conf in which case it has to be
removed.
