thank you for your input. I think the updates repository enabled instead of the updates-testing one can from the migration of my machine from Fedora 22 to 23. After removing and reinstalling the rpm packages, everything is indeed fine.
but that don't explain all SOURCE and DEBUG repos enabled which is never the case default
