I'm pretty sure that's because gnome-shell (and gdm before that) uses wayland. The driver currently doesn't support wayland , at least not in fedora by default, because mutter isn't compiled with EGL stream support required by NVIDIA. The driver currently in testing will disable wayland in gdm only on installation. So it should only be a matter for you to reinstall the packages.
