Yes, on Windows, Numpy does not yet support Python 2.6 - although it
works fine on Linux and Mac.  The good news is that NumPy 1.3 will
work on Windows, they plan a beta release this month and the current
plan is for the release to be in early April 2009.  Of course, I don't
know if anyone has tested rpy2 with NumPy 1.3 yet...
