In a similar situation Laurent told me:
>> You need the R development toolkit (mingw and some unix tools).
>> Check the R FAQ for Windows.

In particular you appear to be missing the Unix shell (sh), which
can be installed via cygwin.

Beware that installing rpy2 from source on Windows is tricky
(last time I tried I gave up). Have you tried the Windows
installers instead (most recent looks like rpy 2.0.8)?
