You may want to post on the R-devel mailing list if you want to propose
changes to R. I had limited success there, but someone else might

From the dependency to readline I assume that you are trying to compile

Rpy2 works with standard R distributions, but recent versions (of
rpy2) have not supported Windows. So the version you're using is from
a couple of years ago, and probably expects a slightly older version
of R. If you've got the time and ability to get the latest release of
rpy2 working on Windows, I'm sure that people would be grateful.
