Jiri (CCed) is working on getting the latest version building with Windows,
but it's not trivial.

In the mean time, the last version with a Windows installer is 2.0.8, but it
needs a somewhat older version of R. Alternatively, if you're comfortable
running Linux in a VM (or dual booting), you can install the latest version
there.
