Perhaps this makes no sense at all and it is obvious that I don't know
what I'm talking about but I'll try anyway:

Isn't it true that a DLL is just a library?  Wouldn't that indicate that
it is just a matter of using the various functions defined in RRDtool
from another program, perhaps by adding some glue in order to make these
functions available to other programs.  Perhaps it is possible to just
add a hook to, for instance, the rrdgraph function inside the RRDtool
program and need to do nothing more?
