A "COUNTER" in RRD terminology is an SNMP counter, and is presumed to be used as a source of a rate in units/second; this means that when you define an RRD as a Counter, it will not store the values you put into it; instead, it is being asked to store the difference between two successive stored values, divided by the number of seconds in the interval.
