It is.  By default RRDtool will only show a relevant part of the
y-axis.  However, you can change the limits.  If the auto-scaling
shouldn't cut of the y-axis above 0, you should set "--lower-limit 0"
This means: autoscaling shouldn't touch anything above 0.
You can also set "--upper-limit 100" meaning autoscaling shouldn't
touch anything below 100.
