Why? The ***rate*** between 19:55:24 and 20:00:37 isn't 11. This rate is 11/313 = 0.0351437699 (which is 3.5e-2). The previous interval will also be taken into account (between 19:55:00 and 19:55:24). The weighted average of the two rates is going to the average RRA, the maximum rate is going in the maximum RRA.
