Not necessarily. It depends on what you want to show. If you want to show what the maximum value was during an interval, even if this interval was built by consolidating multiple other intervals, you should (IMHO) use the maximum of the maxima. I myself don't see much use in the maximum of the averages. Therefore my graphs show the minima, averages and maxima; I gprint the minimum of the minima, the average of the averages and the maximum of the maxima.
