You can do that.  RTFM for printf (can be found on the internet).
You can specify zero places after the decimal point.

If you use a step size of 1 second and do *not* use the AVERAGE CF,
the numbers won't get averaged.  In case of a DHCP server it makes
sense (IMHO) to use MAX as your CF.

So:
step size == 1
1st RRA: 300 PDPs per CDP, CF==MAX
