"Cannot be replaced". Does this mean that RRDtool stops with an error? "reappear". Could it be that they *are* recreated? It works this way for root on unix but IIRC you don't need to permit the admin group anything if you don't want? The admin may steal your file (change ownership) but this doesn't mean the file can be read/changed/whatever prior to that?
