when you run the command

C:\perl\bin\perl.exe c:\mrtg-2.9.18pre12\bin\mrtg-ping-probe 192.168.1.18

manually from the cmd prompt, what is the output?  Can you copy and
paste the complete output?

If the host you ping is on the local network, the round trip time (rtt)
could be 0 (zero).
