Indeed. Therefore, if you update only at the right time, no resampling will take place. If "the right time" needs to be "any time", the maximum step size for you is 1. If you have a step size of 1 (seconds per PDP) and do *not* use the AVERAGE CF, you won't end up with "1.2 people in the room". There's no need to have an RRA with 1 PDP per CDP.
