rrdtool fetch database.rrd AVERAGE -s -2h | sort -g -k3 | tail -1 | cut -d':' 
-f1

Given an RRD with 2 data sources (ds0 and ds1), this one will:

- sort them by the value of ds1, low to high.
- remove anything but the last line, since that one has the max value
- remove the values and print the timestamp.

easy, eh!
