You need to enable snmp-server on a Cisco device usually in the format of "snmp-server community [COMMUNITY_NAME] RO [ACCESS_LIST#]" (RO stands for read-only)
and an access list: "access-list [ACCESS_LIST#] permit [IP_ADDRESS]" That is the most general of explinations. I would type in "snmp-server ?" at the (config) prompt to start reading all the options that would be applicable to you. Cisco's online documentation could help you if you come across any errors that are specific to the Cat4000.
