I'm running ActiveState perl v5.6.1 built for MSWin32-x86-multi-thread I installed RRDTOOL from rrdtool-1.0.40.x86distr.zip
I installed ActiveState perl, then RRDTOOL. Then I went to the perl-shared folder and ran ppm. I don't recall anything out of the ordinary. The fact that ppm is not in your path is unusual. Have you tried setting your path first?
