This is one minute per CDP. 90 PDPs, thus 900 seconds, per row in the 2nd RRA, 3600 seconds per CDP in the last. Try selecting --start end-400h --end [a whole multiple of 3600] (fill in the part between []), then do the same with a number that is 900 seconds later or earlier. IIRC this should make a difference.
