I'm not sure that what you're saying makes sense or that it'll solve the 
"special character problem". The problem is that the GDfonts (bitmaps) used in 
rrdgraph
do not provide for special chars. I had a similar problem with Greek chars.
You either find bitmapped fonts that contain the special chars you're after 
or...
wait for rrdtool 1.1

p.s : I don't know if ./configure --enable-latin2 would make any difference in 
Sven's case
