Yes. The "application" you usually use to generate graphs out of rrd
is  rrdtool graph
The documentation is at

(of course, "14all.cgi" just calls rrdtool graph, so instead of creating
 the graphs yourself you can just try to patch 14all.cgi, setting
 the start of the graph (-s or --start) nearer to the end (-e or --end)
