It all depends on your operating system.

For example, in FreeBSD you have to make Kernel Virtual Machine (KVM) 
system calls.

You might like to get the source code to the package "wmcube" - a 
windowmaker applet which displays CPU usage as a spinning cube.  This 
contains O/S specific functions which could easily be lifted and used 
in your own software - with appropriate acknowledgments and licensing, 
etc, of course...
