I use drraw to generate and design graphs. http://web.taranis.org/drraw/
This graph could be easily designed in drraw. One advantage of drraw is that it also gives you the rrdtool command-line so you have a choice of either using the template created by drraw or using the command-line it generated. It is very easy to install and use and I highly recommend for any out-of-the-way graph you want to design.
