We do the same thing here but with different times 8am -> 12pm and
example of this is:

  CDEF:outbits=outbytes,8,*,

  CDEF:outpeakbits=TIME,86400,%,28800,LT,UNKN,outbits,IF,

Should help point you in the right direction. You'd need to
add a GT check as well to discard 10pm -> 12pm.
